Meeting Minutes

November 20, 2008

The monthly meeting of the City of Hornell Industrial Development Agency was held on November 20, 2008, at 5:00 PM, at 40 Main Street, Hornell, NY.

Chairman Nasca opened the meeting at 5:00 PM. Chairman Nasca presented the minutes of the October 30, 2008 meeting in absence of Secretary Joeph Foreman. A motion was made by George Prete, seconded by Dave Parmley to approve the minutes as presented. Carried All.


Treasurer Shawn Hogan presented the financial report for the month of October 2008. A motion was made by George Prete, seconded by Dave Parmley to approve the financial report as presented. Carried All. Executive Director Griffin stated that we had moved some monies from the operating account to Certificate of Deposits to earn more interest.   


AUDIT COMMITTEE

The Audit Committee Chairman, George Prete, stated that the Audit Committee met and approved bills in the amount of $275,682.68. A motion to approve actions of the Audit Committee was made by Shawn Hogan, seconded by Dave Parmley. Carried All.


PERSONNEL COMMITTEE

The Personnel Committee Chairman Shawn Hogan had no report but stated the Board would be discussing a personnel agreement in Executive Session. 


GOVERNANCE COMMITTEE

Chairman Nasca reported that a new IDA reform bill would be available soon and the Agency should have more information on this bill before March 2008. A motion was made by Dave Parmley, seconded by George Prete, to approve the Governance Committee’s report. Carried All.


EXECUTIVE DIRECTORS REPORT

Bocobo Property – Executive Director Griffin stated that an offer of $100,000 for the purchase of approximately 23 acres, was accepted by the Bocobo family, through Shults & Shults. Griffin stated bids would be sent out to developers to develop 35 lots for housing on the property. A motion was made by Dave Parmley, seconded by George Prete, to approve the purchase of the land for $100,000 and to allow Executive Director Griffin to sign all necessary papers for the transfer. 


Lowes – Griffin reported that Lowes had no problems with the Pilot Payment Agreement.


Alstom – Regarding the Transit Drive project for Alstom, the Agency sent copies of invoices to EDA to receive the grant of $86,500 to pay a portion of the bills in the amount of $235,000. The City performed the work and the IDA will pay the City $148,500 plus the $86,500 and the City will reimburse the IDA when Alstom receives their Small City Grant.

Griffin also said he was working with Alstom on Testori’s lease. Alstom wanted to raise their rent and we are working with Alstom to keep Testori’s here in Hornell. Griffinthinks an agreement will be reached.


Travel – Griff stated a PAAA Session would be held on January 23, 2009which includes an IDA section and training through the NYSEDC. 


A motion to enter into Executive Session was made by George Prete, seconded by Dave Parmley under the Public Officers Law, article 7, Open Meeting Law 105, paragraph D. Carried All.


The regular meeting reconvened at 5:45 PM. There being no further business, the meeting was adjourned at 5:50 PM upon motion from Shawn Hogan, seconded by George Prete. Carried All.
