The monthly meeting of the City of Hornell Industrial Development Agency was held on September 23, 2010, at 6:00 PM, at 40 Main Street, Hornell, NY.

Vice Chairman Prete opened the meeting at 6:00 PM.


In absence of Secretary Joseph Foreman, Prete presented the minutes of the 7/28/10 meeting.  A motion was made by Dave Parmley, seconded by Shawn Hogan, to approve the minutes as presented.  Carried All.


Treasurer Shawn Hogan presented the financial reports for the months of July and August, 2010.  A motion was made by Dave Parmley, seconded by Shawn Hogan, to approve the financial report as presented.  Carried All.


Audit Committee Chairman George Prete stated that the Audit Committee met on August 23, 2010 and approved bills in the amount of $98,526.19 and again on September 23, 2010 and approved bills in the amount of $179,076.16.  A motion to approve actions of the Audit Committee was made by Shawn Hogan, seconded by Dave Parmley.  Carried All.


The Personnel Committee Chairman Shawn Hogan had no report.

EMPIRE ZONE - Executive Director Griffin stated he had passed out a memo from Randy Coburn, Director of Empire Zones Programs, stating the role of the Zone Administrative Board regarding the sunset of Empire Zone Programs.  Zone Administrative Boards would continue to be responsible for the BARS and must continue to report this information to the State.  The Agency is responsible for the continued administration and costs with no support from the State.  This is another unfunded mandate.

TRIKEENAN – Griffin stated that Trikeenan had filed for bankruptcy.  The Agency is working with our Attorneys and have instructed our Attorneys to do nothing but review nor do any filings of any kind that would run up a legal bill because Steuben Trust and New York Business Development Corporation have the exposure.  The Agency has a lease and mortgage assigned to the Bank but no assets of the IDA are at risk.  We will participate with the Banks in any way we can. 

AIRPORT TRANSFER - The Airport Property transfer from the Agency to the City occurred last month.

HORNELL 18 N. MAIN STREET - Executive Director Griffin stated that he had spoken with Xylon and they agreed to have their storage out of the building by the end of the month.  Griffin said the Agency needed to fix up the building and maybe rename it the Hornell Manufacturing Incubator Bldg., show it to people and lease it to new businesses for a very reasonable amount of money.  Griffin said he would like the Board to approve an expenditure of up to $25,000.00 for work on the floors and lighting.  Other improvements will need to be done but Griffin will come to the Board with bids from three companies and will pick out things that definitely need to be done.  A motion was made by Dave Parmley to invest up to $25,000.00 in our incubator building.  The motion was seconded by Shawn Hogan.  Carried All.

EXECUTIVE DIRECTORS TRAVEL - Executive Directors travel was discussed for September to January.

There being no further business of the Agency, a motion was made by Shawn Hogan, seconded by Dave Parmley to adjourn the meeting.  Carried All.
